SUPPORT TO THE ORGANIZATION AND DEVELOPMENT OF THE ACTIVITIES OF THE SPANISH RESERVE NCOs ASSOCIATION DURING THE SPANISH PERIOD OF PRESIDENCY OF THE EUROPEAN RESERVE NCOs ORGANIZATION - AESOR - IN 2010-2011.
1. SPANISH AESOR PRESIDENCY
Spain participated as an AESOR observer nation to several meetings and sport competitions from 1996 until 2003, temporarily represented by the Veterans Association “Boinas verde”, with the agreement of the various Veterans Associations and the approval of the Chief of the Defence Staff of the Land Force.
Spain remained an observer for a long 7-year period, an exceptional event in the history of AESOR. The reason is that our country wanted to only take part to these international events, once confident that in the future a Reserve Volunteer NCOs contingent will be created in our country, as has occurred in the other nations for more than 40 years.
Eventually, during the meeting of the Central Committee, General Assembly, held on 18th October 2003 in the German Air Force base of Bayreuth (Germany), after having laid down the necessary foundations so that in Spain the groundwork to create volunteer reservist status had begun, Spain became a full member of AESOR with unanimous approval, provided that a Reserve NCOs Association represented the country. Therefore, the Spanish Reserve NCOs Association (ASORE) was created, and it has been the Spanish representative association in AESOR ever since.
From the first Spanish participation to AESOR activities, the following Presidencies were inaugurated:
- France 1996-1997
- The Netherlands 1998 – 1999
- Belgium 2000 – 2001
- Germany 2002 – 2003
- Switzerland 2004 – 2005
- Austria 2006 – 2007
- Italy 2008 – 2009
At present, Spain has assumed the presidency for the 2010-2011 period, after which it will handed over to France (2012 – 2013).
2. PRESIDENCY AND ORGANIZATION COMMITTEE
The Presidency Committee is composed of the same members who work in the Directorate General of the Presidency. Its functions will be decided by the president of ASORE, being it the operative and consultancy body of the Supporting Committee.
The members of the Presidency Committee are the following:
b) Vice president.
c) Secretary General
e) Delegate responsible for the work teams / commissions.
The Organization Committee will prepare, organize and carry out all the activities regarding the meetings, the congresses and the military sport competitions planned during the two years of the Spanish presidency such as securing infrastructure, and providing other support such as communications, press, logistic, equipments, etc.
Therefore, the Organization Committee is comprised of:
a) Local delegates, under the control of ASORE.
b) Supporting staff of the presidency.
The majority of people working as supporting staff shall be reserve volunteer NCOs who, after being selected through the different associations in FORE, will be able to join the Spanish delegation once the presidency period is over, and continue to work on an international level, guaranteeing an inestimable experience gained during the next two years. This does not exclude the possibility to recruit volunteer Officers, Troop and Navy reservists.
Considering that this committee is responsible, not only for the organization but also for the implementation of all the measures necessary to develop the Spanish presidency, its members shall not only be able to speak one of the official languages of AESOR, but also have experience in the following fields: protocol, hotels, mass media, institutional relations, transport, translation and interpreting, administration and all other issues regarding the preparation and implementation of the activities related to the Presidency of AESOR.
3. COMMITTEE OF HONOUR
a) General Director for recruitment.
b) General Inspector of the Land Force.
c) Generals and Admirals, local military authorities.
d) Chief Generals of the major Units.
e) Counter Admiral Vice Director General for recruitment.
f) Mayors of the cities and provinces involved.
